EXPERTS investigating the foot and mouth outbreak said last night there was a "strong probability" the source of the virus was a laboratory site in Surrey. An inconclusive report by the Health and Safety Executive (HSE) also said there was a "real possibility" the disease was spread by human movement, but virtually ruled out theories that it had been spread by floods or through the air.
